In a significant move to regulate the rapidly expanding digital gaming ecosystem, the Government of India has notified the Promotion and Regulation of Online Gaming Rules, 2026, operationalising the Promotion and Regulation of Online Gaming (PROG) Act, 2025. The new framework will come into force from May 1, 2026.
The rules aim to strike a balance between fostering innovation and safeguarding users, particularly in the fast-growing segment of online money gaming. With India emerging as one of the largest gaming markets globally, the government’s approach seeks to create a structured, transparent, and accountable ecosystem.
Focus on User Protection and Accountability
A key pillar of the new regulations is user protection. The framework introduces safeguards against financial risks, addiction, and misleading claims often associated with “quick money” gaming platforms. Online gaming operators will be required to adhere to strict disclosure norms, including transparency on game mechanics, odds of winning, and financial risks.
The rules are also expected to mandate robust grievance redressal systems and stronger oversight mechanisms to curb fraudulent platforms and ensure fair play.
Clear Distinction Between Gaming Categories
The government has sought to clearly distinguish between different types of online gaming. While real-money gaming will fall under stricter scrutiny and compliance requirements, e-sports and online social games are expected to benefit from a more enabling regulatory environment.
This classification is aimed at encouraging skill-based gaming and innovation, while tightening controls on speculative or high-risk formats.
Boost to E-sports and Innovation Ecosystem
Industry stakeholders have welcomed the move as a step towards legitimising and mainstreaming online gaming in India. By providing regulatory clarity, the government hopes to attract investment, generate employment, and position India as a global hub for gaming development and e-sports.
The framework is also expected to encourage start-ups and developers by offering a predictable policy environment.
Compliance Burden for Platforms
However, gaming companies will now face increased compliance obligations, including registration requirements, periodic audits, and adherence to financial and operational standards. Platforms offering real-money gaming may also be subject to tighter monitoring and reporting norms.
Legal experts note that while the rules bring much-needed clarity, their implementation will be critical in determining the sector’s growth trajectory.

The notification of the rules marks a decisive step by the government to bring order to a sector that has seen exponential growth but also rising concerns over consumer harm.
